When the PLO was recently accepted as a member of UNESCO at the United Nations, Israel suspended the transfer of tax funds to them. Because of German pressure to withhold selling Israel submarines if they did not release the funds, Israel released the funds and received the German submarines.  The US told Israel that if they did not want to be isolated in the Middle East that they needed to restart peace talks with the PLO.  Israel told the US that the Palestinians were responsible for the stalemate of the peace process because they will not agree to direct talks without preconditions.  The PLO reiterated their position that they will not have peace talks with Israel as long as Israel continues to build in the West Bank and in East Jerusalem.  The Quartet (EU, US, UN and Russia) will be meeting with Palestinian and Israeli officials regarding the renewing of peace talks on December 13-14.  The PLO has already presented their position on borders and security to the Quartet in November and said that they were willing to submit their position on all final status issues. Israel does not want to talk about their position on borders and final status issues without direct peace talks. The Muslim Brotherhood won the elections in Egypt. Obama said that he supports the Muslim Brotherhood since they won a democratic election.

Their is strong evidence that the US is behind the uprisings in Syria against the government of Bashar Assad. The US and the European Union along with the Arab League and Turkey are playing the leading role in organizing the Syrian opposition who are mainly Sunni Muslims — led by the Syrian National Council (SNC) and the Free Syrian Army.  The US is training Syrian rebels in Turkey. The US told Lebanon that they are willing to help their military secure its borders. US Special forces are leaving Iraq and are being positioned on the Jordanian side of the Jordanian / Syrian border. Syrian and Turkish troops are stationed on the Syrian / Turkish border.  In a show of strength, Syria conducted war games.  Syria also armed their missiles with chemical warheads.  The US, EU, the Arab League and Turkey are leading the attack against Syria because they would like to break the Shi’ite Muslim coalition of Syrian, Iran, Hezbollah and Hamas who work together to influence their policies in the Middle East.  Iraq warned that if Bashar Assad is removed from power that it would cause a regional war and an alliance of Sunni Muslim nations against Shi’ite Muslim nations. Russia and China also view the effort to topple the current government of Syria as opposing their strategic interests in the Middle East.   In order to help Syria against any military attack from another nation, Russia has delivered ship-killing missiles to them.  Russian warships are in the Mediterranean Sea in case war breaks out in Syria. Because of all the uncertainty surrounding Syria, Israel is preparing for war with them. DEBKA reports that because of the tensions in the Middle East related to Syria that a regional Middle East war could happen between the middle of December to the middle of January.

A US-Israel stealth war against Iran’s nuclear program has been going on for several years. As a result of being able to infect Iran’s nuclear program with computer viruses, it is believed that an Iranian missile compound was severely damaged about three weeks ago. Israel believes that Iran is nearing completion of being able to produce a nuclear bomb within the next 6 months. Israel would like to see the USA engage in a military strike against Iran’s nuclear weapons program in the next 3-6 months to prevent them from acquiring a nuclear bomb. However, the US wants to give time for the recent sanctions against Iran to work and use the military option as a last resort.  As a result, the US does not want to have a military strike against Iran until the fall of 2012. Israel is leaving open the possibility that it may engage in a military strike against Iran’s nuclear program without the pre-approval of the USA. The US is strongly condemning Israel for this position.  In anticipation of war with Iran, the US has warships in the area. China said that it is willing to engage in WW III to protect Iran. Iran is preparing for war and is conducting war games to shut down the Strait of Hormuz from which passes 40% of the world’s supply of daily crude oil.

Iran captured a US drone that went into its airspace. It is believed that Iran was helped by the Russians in order to be able to successfully down the drone. This is a cause of concern in the USA. The drone was a part of a USA CIA-Military Reconnaissance plane to gain intelligence on the status of Iran’s nuclear program. Russian and China have asked Iran to be able to view the US drone in order to understand how it is technologically made.  Iran is willing for Russian and China to examine the drone but is asking that Russia and China supply Iran with a missile defense system.

The European Union concluded a major meeting on December 9 regarding how to resolve the European debt crisis and save the euro from collapse. German chancellor Angela Merkel and French president Nicolas Sarkozy recommended that the European Union countries agree to a more integrated economic and political federation among themselves. This would effectively cause European Union member states to lose their economic sovereignty to a centralized European institution who would have the power to dictate economic policy. If the policies were not implemented then the member country could be severely punished.  Britain did not agree to participate in the plan.

The PLO repeated that they will not give up on their efforts at the UN to get recognition of a PLO state based upon 1967 borders with East Jerusalem as its capital.  The UN General Assembly passed 6 resolutions supporting the PLO view of the peace process.  One of these UN General Assembly measures was to express support for the 1947 UN Partition plan with called for creating a Jewish state and an Arab state and making Jerusalem an international city. The Catholic church said that Jerusalem should have a special international status to protect the various holy sites in the city.  Based upon the request of the Quartet (USA, EU, Russia and the UN), the PLO have submitted a paper detailing their views on the borders of a PLO state with security arrangements.  Israel said that it will not present its view of the borders for a PLO state unless there is direct negotiations with the PLO over all outstanding issues of the peace process. The US and Israel are in an intense disagreement over the timing of a possible military strike against the Iranian nuclear program. Israel believes that time is limited. The US is willing to wait until the fall of 2012. The Obama administration chastised Israel for considering bombing Iran in the near future without it being coordinated with the USA.

The Muslim Brotherhood won Egyptian elections. They will want to implement Sharia law in Egypt. The Arab League has placed economic sanctions upon Syria for suppressing anti-government protestes.  Russia is concerned that Syrian president Bashar Assad’s government will fall so they have given Syria missiles and are trying to prevent the West from causing the Assad government to fall. Russia is also opposed to further UN Sanctions against Iran. For all practical purposes, a covert war against Syria and Iran led by the West has already started. It could lead to a regional war which involves Israel.

The European Union has a major meeting on December 9 where they will discuss the future of the Eurozone.  French President Nicolas Sarkozy is advocating that the member states of the European Union agree to a new EU treaty which will give greater economic power to centrally controlled EU institutions and erode the national sovereignty of EU member states. There are not any signs to indicate that Israel and the PLO will have direct peace talks in the near future.  Because the PLO application at the UN to be recognized as a UN member state was rejected by the UN Security Council, the PLO are making their decision on how they are going to proceed from here.  In several weeks, they may submit a request for the UN General Assembly to recognize them as a non-member state. Upon approval, they would then have a status in the UN similar to the Catholic church. In an attempt for greater recognition at the UN, the PLO factions of Fatah and Hamas have decided to seek to implement their unity agreement with they made between themselves earlier in the year.  The US, Europe and Jordan attempted to persuade Fatah not to go forward with their unity agreement with Hamas. They were unsuccessful. Europe offered the PLO recognition of a PLO state at the end of 2012 if they would agree to direct negotiations with Israel without precondition and then peace talks fail. The PLO did not accept the proposal. In response the the Fatah-Hamas unity deal, Israel decided to withhold tax money to the PLO. This tax which amounts to about $100 millions dollars a month was established as part of the Oslo agreement in 1993.  The US and the UN is lobbying Israel to release the funds.  So far, they have been unsuccessful.

The Syrian government of Bashar Assad is unstable. The US, Europe and the Arab League is seeking to impose sanctions upon Syria for suppressing anti-government protests.  Russia is opposed to Western intervention. As a result of Syrian unrest and the prospects for Iran building a nuclear weapon in the next 6 months, the US, NATO, Russia and Israel are preparing for a regional war in the Middle East. US and Russian aircraft carriers are stationed off the Syrian coast. Turkey said that it would not interfere with Syrian internal affairs.  Because of the recent report of the International Atomic Energy Agencies report that Iran is seeking to acquire nuclear weapons, the US is imposing greater sanctions upon Iran which does not include Iran’s central bank. Russia is opposed to these sanctions.  In trying to prevent Iran to acquire nuclear weapons, Israel is working with some of her Arab neighbors.  In order to try to prevent greater sanctions from the international community because of Iran’s attempts to build nuclear weapons, Iran is considering making an announcement that they have already developed nuclear capability. Israel has decided that it only has 6 months at the latest to launch a military strike against Iran to do damage to their nuclear program.

The US super committee which was established this summer as part of an agreement to raise the US Federal debt limit was given the job to recommend $1.2 Trillion dollars in debt reduction over a 10 year period. Their deadline was November 23. They failed to agree. As a result, there will be automatic cuts which will go into effect beginning in 2013.  In order to help calm the European debt crisis, France and Germany has proposed that the EU treaty be amended to give greater financial control over sovereign nations to EU institutions as well as creating a political union of EU states.  This is a proposal to transform the EU into a economic and political union with a common currency which was the vision of its founders.  The details of this proposal is expected to be known in December. If the idea is to be accepted, it would have to be approved by each member state of the EU. It would erode national sovereignty.

The Quartet (US, EU, UN and Russia) met with Israeli and PLO leaders on Monday to seek the resumption of direct peace talks. There was no agreement. The PLO insists that they will not have direct peace talks with Israel as long as Israel continues to build in the West Bank and East Jerusalem. Because of the PLO application and acceptance into the UN agency UNESCO, Israel have frozen the transfer of tax funds to the PLO.  France has agreed to help the PLO get acceptance for a PLO state in the UN General Assembly.  Fatah and Hamas have agreed on the terms to set up a unity government which excludes current PLO Prime Minister Salam Fayyad being in leadership. Fayyad is preferred by the US and Europe but opposed by Hamas.  Mahmood Abbas has a scheduled meeting with Hamas leader Khaled Mashaal on November 25 to discuss the details of the formation of the PLO unity government.

The 22-member Arab league demanded that Syria implement a peace plan regarding Syrian civil unrest or face increased economic and political penalties from Arab nations. In last week’s International Atomic Energy Agency report on Iran, DEBKA reports that the IAEA report did not include the status of the Iranian nuclear program for the last 2 years because of pressure from the US so that President Obama can have 6-10 more months to decide how to handle the threat.  DEBKA’s intelligence sources indicate that Iran will have about 5 nuclear bombs by April, 2012 and the USA and Israel only has 2-3 months to launch a military attack to prevent it.  USA and Israel are in advanced planning to bomb Iran and believe that they will only need 10-14 days to successfully attack Iran.

The US Federal now is now above $15 trillion dollars. The Federal Reserve is now the largest holder of US debt surpassing China. The Federal Reserve and foreign countries now own 61% of the US debt.  Spain will pay its highest cost of borrowing 10-year debt which will be above 6% since the creation of the euro. A 10-year yield above 7% is generally agreed as being unsustainable for European countries to finance their government debt. European Commission President Jose Manuel Barroso and EU President Herman Van Rompuy are calling for deeper integration between European Union countries regarding economic issues.  In Italy, unelected economist Mario Monti who is a former European Union commissioner became interim Prime Minister. He selected a Cabinet of technocrats to try to impose austerity measures upon the citizens of Italy. German Chancellor Angela Merkel is calling for the economic and political union of Europe.  A summit is being planned on Dec. 9 to discuss making changes to the EU’s treaty to facilitate this idea. Germany wants concrete proposals to change the Lisbon treaty which established the European Union by spring 2012.  Germany wants changes to the Lisbon treaty to be done and ready to be implemented by the end of 2012 so that EU institutions can dictate the terms of economic policies to individual nation states.  If individual nations do not agree to do what they are told then they can be punished with sanctions as specified by the treaty or through a European court.  An economic and political union of Europe with a common currency has been the vision and goal of its founders from the beginning of their plans.

Israel Prime Minister Benjamin Netanyahu says that the PLO have violated the terms of the Oslo accords by seeking a PLO state through the UN rather than by a negotiated agreement with Israel.  Netanyahu wants to fight to keep the large settlement blocs under Israeli control in any peace agreement. He said that Israel should not build on outposts which are not part of the large settlement blocs.  Netanyahu is being opposed on this policy from members within his own coalition government.  Even though the US opposes the efforts of the PLO to have the UN recognize a PLO state without direct negotiations with Israel, the US will still provide foreign aid to the PLO.  Obama’s top US Middle East advisor, Dennis Ross, has resigned from this role from frustration of a lack of progress in the Middle East peace process.

The International Atomic Energy Agency has issued a report that Iran is within months of building a nuclear bomb.  The US, France and Britain would like to impose stricter sanctions on Iran for seeking to build a nuclear bomb.  Russia and China are opposed to greater sanctions. Defense Minister Ehud Barak of Israel says that he believes that the international community does not have the desire to go to war to prevent Iran from building a nuclear bomb. Reports out of Britain indicate that Israel may be willing to go to war with Iran by the end of 2011. If they do, the US and Britain would provide logistical air support.  If Israel attacks Iran, Hizbullah says that they will launch missiles upon Tel Aviv. If this happens then Hamas, Lebanon and Syria would join the war also.

Jean-Claude Trichet, president of the European Central Bank, is calling for a Federal Europe. Jose Manuel Barroso , president of the European Commission, is calling for a Federal Europe. German chancellor Angela Merkel is saying that the way to solve the European debt crisis is to have a “new Europe”.   French President Nicolas Sarkozy advocated a ‘two-speed Europe’ in which eurozone countries accelerate and deepen integration (meaning a Federal Europe). Greece selected a new prime minister – Lucas Papademos – , who is a former European central banker.  Gideon Rachman, of the Financial Times, said:  “The euro is  … an instrument, aimed at promoting … political harmony across Europe. ” So,  the bankers and the politicians are calling for a Federal Europe and Greece has just appointed a former European banker to lead the country.  Therefore, it seems that the elite want the outcome of the European debt crisis to be a Federal Europe or a closer integration of the economic and political systems.  Jose Manuel Barroso warned that the breakup of the Eurozone (and thus failure to create a Federal Europe) would cause a great depression in Europe. Meanwhile, Britain is preparing for the possible collapse of the Euro.

The UN voted to accept the PLO as a member of UNESCO. In response, the US cut funding to UNESCO. Israel says that the UN acceptance of the PLO to be a member of UNESCO harms the peace process. Israel’s additional response was to accelerate settlement building and suspend tax payments to the PLO.  Israel Prime Minister Benjamin Netanyahu said that the PLO wants a state without a negotiated settlement.  Meanwhile, the PLO said that they won’t accept less than a full UN seat. UN Security Council members France, Britain and Columbia said that they would obstain in any potential vote for a PLO state. It appears that the PLO only has 8 of the required 9 votes they need in the Security Council for a vote on a PLO state. Bosnia is still undecided.  Finally, Israel is making military preparations to invade the Gaza as Hamas continues to send rockets into southern Israel.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

The Israeli government says that time is running out to stop the Iran nuclear program.  It is reported that Benjamin Netanyahu is trying to convince his cabinet to attact Iran. News of Israel possible plans to attach Iran was leaked to the media by Israel insiders to try to prevent such an attack. DEBKA reports that any attack against Iran will be led by the US and the Israeli military will not attack Iran. Instead, they will defend the land of Israel from a potential attack at the same time from Hamas, Hizballah and Syria. Finally, the UN will release a report this coming week which will indicate that Iran is seeking to build nuclear weapons.

A US war with Iran is a tribulation event.

The US and Germany is pressuring Israel to issue a building freeze in East Jerusalem. Germany issued a threat to not sell Israel German submarines if Israel continues to build in East Jerusalem. However, Israel refused the request.  The Palestinians insist that Israel must agree to their terms in order for them to enter into direct negotiations with Israel. These terms are a PLO state based upon 1967 borders with East Jerusalem as its capital in addition to Israel stop building in East Jerusalem. The Quartet (US, UN, EU and Russia) was unsuccessful in getting Israel and the PLO to agree to direct talks but both sides expressed willingness to submit their respective proposals for borders and security within 3 months according to the Quartet guidelines which they issued in a Sept 23 statement.

An agreement to divide Jerusalem and establish a PLO state is a tribulation event.

1) The European Debt Crisis

Greece will miss 2011 and 2012 budget deficit targets set by the EU and the IMF.   Imposed austerity measures by the EU and IMF has plunged Greece into a deeper recession than expected. Greece is now caught in a Catch-22. The government must slash spending and raise taxes as a condition for getting the bailout cash it needs but the deeper Greece cuts, the more the economy shrinks and the less revenue it generates to manage its debts and eliminate its deficit. Despite this, Eurozone finance ministers will not concede on EU-IMF demands for deeper cuts to Greek spending.  Inspectors from the International Monetary Fund, EU and European Central Bank, known as the troika, are examining the finances of Greece in order to determine if further loans should be made to them.  A decision will not be made until November.

Italy’s debt rating has been downgraded by Moody’s. European Commission President Jose Manuel Barroso said that the EU was in its “deepest ever crisis” and that the bloc needed a more closely coordinated economic policy in order to stabilize the euro zone and the entire EU.  He called for more power for EU’s institutions. Barroso announced that he would submit proposals for closer economic policy coordination between all 27 countries in the coming weeks.  Barroso along with German Chancellor Angela Merkel announced that at the G20 summit in Cannes, France November 3-4 that they will call for a global financial transaction tax. German Chancellor Angela Merkel said that the international currency system is in transition and that it will probably move in the future from reliance on the US dollar to a multipolar currency system. Finally, Ex-Bush economics advisor, Philippa Malmgre said that Germany is printing deutsche marks in preparation to leave the euro common currency.

1) The current status of the Israel / PLO peace process

The PLO application for the UN to recognize a PLO state based upon 1967 borders with East Jerusalem as it capital it now in a UN Security Council committee.  It could stay in committee for weeks or even months.  In order for a vote on PLO statehood to be made, it needs 9 ‘yes’ votes from the 15 members of the UN Security Council.  Presently, the PLO says that they have 8 ‘yes’ votes. They are  Russian, China, India, South Africa, Brazil, Lebanon, Nigeria and Gabon. The PLO are trying to persuade Colombia or Bosnia to vote ‘yes’ and thus be the 9th vote.  Abbas is visiting Colombia on October 11.

The PLO has repeated that they will not accept a Quartet proposal to have direct negotiations with Israel as long as Israel continues to build in the West Bank and East Jerusalem.  Israel decided to approve 1,100 new homes in the Jewish neighborhood of Gilo in East Jerusalem. The UN, US and EU condemned the new construction.  The PLO doesn’t like Tony Blair as the Quartet representative in the peace talks and believes that he favors Israel.  They would like to see him removed from his position.  A Fatah official says that the true intent of the PLO is to get rid of the state of Israel and that a PLO state on 1967 borders is the beginning of the goal.

Israel accepted the Quartet offer to have direct negotiations with the PLO with reservations about certain aspects of the Quartet’s framework for talks.  Israel said that they would bring up the reservations on certain issues in the negotiations.  US secretary of State Hillary Clinton called upon the world to ‘pressure’ Israel and the PLO to agree to direct negotiations.  The Israeli Knesset intends to vote on a plan by Deputy Speaker Danny Danon in the end of October to annex the entire West Bank.  Former National Security Adviser Zbigniew Brzezinski of the Carter administration has come to the conclusion that Israel and the PLO will never make an agreement with each other on their own. He suggests that the US should submit a UN resolution proposal that recognizes Israel as a Jewish state while endorsing a PLO state based upon 1967 borders with East Jerusalem as its capital. Then, direct negotiations should be based upon this plan.

It seems that the Middle East may be preparing for war. President Obama approved Israel receiving special  bunker-busting bombs that could be used against the nuclear ambitions of Iran.  Syrian President Bashar Assad warned western countries that if NATO attacks Syria that Syria will coordinate with Hezbollah and Hamas to launch missiles at Tel Aviv while Iran would attack US warships in the Persian Gulf at the same time. The destruction of Damascus is prophesied in Isaiah 17 and is a tribulation event. US war with Iran is found in Isaiah 13 and Jeremiah 51 and is also a tribulation event.

The PLO decided to submit their bid for recognition of a PLO state based upon 1967 borders with East Jerusalem as its capital to the UN Security Council.  It may take weeks or even months for their to be a vote on the issue.  The Quartet (US, EU, UN and Russia) responded by making a proposal for direct talks between Israel and the PLO with a goal for the completion of a peace agreement to establish a PLO state by December, 2012.  The plan calls for there to be a preliminary meeting in 1 month and for the PLO and Israel to submit a plan for borders and security in 3 months.  The details regarding borders and security would be worked out in 6 months.  In his speech to the UN, Mahmood Abbas blamed Israeli settlements for being the main obstacle to peace.  The PLO repeated that they will not recognize Israel as a Jewish state. The PLO also stated that they will not negotiate with Israel until it agrees to a freeze in building in East Jerusalem.  In his speech to the UN, Benjamin Netanyahu expressed the desire of Israel to have peace with the PLO but that Israel needed security guarantees in exchange.
